Quick answer: Early on, Herbert, head of the guards, is at the Crossroads, the junction east of your graveyard where the roads to the village and the town meet. After you give him Faith he moves to the end of the path just outside the town wall, west of the Crossroads. Later his quests happen in the Barracks in the town. If the marker says "bring faith to Herbert", he wants 3 Faith, which you can only get once the church is open.
